The Board of Finance is responsible for setting the budgets for the general town government and for the Willimantic Serivice District. The Board of Finance also is responsible for approving modifications to the budgets as it is implemented throughout the fiscal year.
The Town of Windham is a member of the North Central Health District whose responsibilities include: the inspections of restaurants, water systems, wells, health education, pandemic and bio-terrorism response.
The Economic Development Commission works to support and promote existing businesses and to market and promote the town for the purpose of attracting new businesses. The Commission works with town officials, town committees/commissions, and other agencies within the town by engaging in activities to enhance the image of the town as a place to live, work, and conduct business.
The Commission has been established for the promotion of energy efficiency, conservation and alternative engery in the Town of Windham, with the overall goal of planning and executing a path to a sustainable energy future.
The Planning and Zoning Commission has authority under State Law, and Town Charter to adopt regulations governing the use, bulk, and density of land, subdivision of property, and the protection of property from flood damage.
The Commission reviews each proposal for constructing, demolishing or altering exterior architectural features of buildings, structures, and signs in the Historic District and, after a public hearing, it determines whether to grant a Certificate of Appropriateness.
The Committee will evaluate the appropriateness of establishing additional historic districts or historic properties in the Town of Windham consistent with Chapter 97a of the CGS. In consultation with the Windham Historic District Commission, sand Committee shall advise, educate and promote awareness of the Town's historic assets.
