A Homeowner's Guide to Code Enforcement

The Town of Windham receives applications for permits for such projects as building, electrical, heating, plumbing, fire sprinklers and demolition; reviews construction plans and specifications, and conducts inspections at the premises at which such permits have been provisions of the Connecticut State Building Code. Many homeowners have asked us for pertinent information regarding the different types of permits and application procedures. This guide was developed in an attempt to make the process simple and as uncomplicated as possible.

Downtown Advisory Committee Final Report

The DAC's charge from the Board of Selectman gave the committee six months to complete its work. During the period between July 2004 and December 2004, the DAC held twelve meetings to discuss downtown development. Additionally, the DAC formed housing and development sub-committees, and seven sub-committee meetings were held during this period. At the request of the DAC, RGM Associates, a consultant to the committee, held three forums to gather public input on the direction of downtown development.

RENTERS REBATE PROGRAM

This letter is to inform you that the time to file for the Renters Rebate Program is rapidly approaching. You no longer need to schedule an appointment.

ATTENTION: Applications are NO LONGER being taken in the Assessors office. They will be taken in the Human Services Office at Town Hall, beginning Monday, May 21st and ending on September 17, 2007.

 

Staff will be out of the office and unavailable to take applications on the following dates for outreach at public housing facilities:

May 15, 2007 Wilbur Cross 9:00 a.m. to 11:00 a.m.

May 16, 2007 Ashton Towers 9:00 a.m. to 12:00 p.m.

May 17, 2007 Gan-Aden South 9:00 a.m. to 11:00 a.m.

May 17, 2007 Father Honan Terr. 1:00 p.m. to 2:30 p.m.

Applicants are reminded to bring with them all proof of income and all rent and utility receipts for the 2006 year, as well as:

*Proof of Social Security for 2006 (both husband and wife, if married): 1099 from the Social Security Department or a TPQY form

*Proof of taxable income for 2006: Interest, dividends, pensions, wages, etc. or a copy of a federal income tax return if you are required to file one.

Disabled applicants must bring with them a print-out from the Social Security Department that states you are totally disabled.

 

If you have any questions or concerns regarding the Renters Rebate Program, please do not hesitate to contact the Human Services Office at (860) 465-3065. The office hours are: Monday through Wednesday 8:00 a.m. until 5:00 p.m., Thursday 8:00 a.m. until 7:30 p.m., and Friday 8:00 a.m. until 12:00 noon.

Bridge St/Pleasant St/Serwan Ave Water Projects

A water main relining projects on Bridge St from Main St to Pleasant St, Pleasant St from Card St to Willimantic town line and Serwan Ave from High St to Horizon Dr will commence on October 1, 2009. Please allow for delays in traffic as sections of the street may be only one lane or closed to traffic. This cannot be avoided. Your patience will be appreciated.

Instructions to Request Town Funding and In-Kind Services

Fiscal Year July 1, 2012 – June 30, 2013

Applications for funds and in-kind services are available on
THURSDAY, DECEMBER 15, 2012 at the Human Services Department (860-465-3066)
 located on the 1st Floor of the Windham Town Hall, 979 Main Street in Willimantic, Connecticut
or on the Town of Windham website www.windhamct.com.

All funding and in-kind requests are due by – TUESDAY, JANUARY 17, 2012 at 4:30PM.

Applications submitted after the deadline will not be considered.

Facsimile and Email transmissions will not be accepted.

Application process is as follows:

Review Panel assesses and rates applications

If necessary, the Panel will request an interview of eligible applicants

 Interviews will be scheduled the week of Monday, January 30 – Thursday, February 2, 2012
The Panel will forward recommendations to the Town Council Administration and Finance Sub-Committee
The Sub-Committee will forward their recommendations to the Town Council for a final funding decision

Award Notification

Due to limited funding, there is no guarantee that all qualified applicants will receive funding. Final decisions and notifications will be made after the budget has passed voter referendum.

Applicants receiving funding / in-kind services will be mailed a contract specifying the project for which the funds/ in-kind services are being awarded. Recipients must sign and return the contract prior to release of funds. No changes can be made, either in activity or fund / in-kind use, without requesting and receiving prior written approval by the Town Manager.

The New Willimantic, Old Willimantic, Windham Center, and North Windham Cemeteries will be cleaned starting March 17, 2008.  Please remove all decorations and items left this winter.  We will be cleaning all gravesites and disposing of the items.  Remember to check the list of regulations at the entrance of the cemetery for restrictions.  Thank you for your cooperation.

Dispatch Center Upgrade

The move of the Dispatch Center to the EOC is scheduled for Wednesday

September 9, 2009. We are anticipating there will be unavoidable, but

temporary, interruptions in service both through the telephone system and

911.

Emergency calls (911) will be temporarily rerouted to Colchester

Dispatcher (KX) if there is an interruption to 911. The call will be then

rerouted to Willimantic. We do not anticipate interruptions but like to

plan for them.

Hydrant Flushing Begins
WINDHAM WATER WORKS SEMI-ANNUAL FLUSHING NOTICE

The semi-annual flushing of water mains will commence Monday, April 28. 2014, weather permitting. We will continue flushing for approximately four to six weeks. There may be a discoloration of the water, which should clear up within a short period of time. The schedule for flushing runs from 7 am. to 3 pm. daily. The residents of the areas being flushed should try to avoid drawing water when a truck is in your area. The first area to be flushed will be all of Mansfield, North Windham, and the area between Jackson Street and High Street.  If the water does not clear up, please notify the Water Department at 860-465-3086.

The town will begin street sweeping on Monday, March 23, 2008.  Please sweep all sand on your sidewalk into the gutter and we will be through during the Spring to sweep it up.  This is an ongoing process and will take several months to complete the entire town.  Thank you for your cooperation.

TAX BILLS DUE AUGUST 1 2008

The Town of Windham WILL NOT have a July 1, 2008 tax collection cycle this year. Instead we are working towards an August 1, 2008 billing period.

Normally all first installment of taxes are due July 1st of each fiscal year and we have 30 days to pay with out additional charges accruing. This year is somewhat different since there is not an approved budget in place; the Board of Finance and Board of Selectmen have agreed to hold off the billing process until August 1, 2008. Bills will not become delinquent and subject to interest until September 2, 2008.
