A Homeowner's Guide

The Town of Windham receives applications for permits for such projects as building, electrical, heating, plumbing, fire sprinklers and demolition; reviews construction plans and specifications, and conducts inspections at the premises at which such permits have been provisions of the Connecticut State Building Code. Many homeowners have asked us for pertinent information regarding the different types of permits and application procedures. This guide was developed in an attempt to make the process simple and as uncomplicated as possible.

Downtown Advisory Committee Final Report

The DAC’s charge from the Board of Selectman gave the committee six months to complete its work. During the period between July 2004 and December 2004, the DAC held twelve meetings to discuss downtown development. Additionally, the DAC formed housing and development sub-committees, and seven sub-committee meetings were held during this period. At the request of the DAC, RGM Associates, a consultant to the committee, held three forums to gather public input on the direction of downtown development.

The town will begin street sweeping on Monday, March 23, 2008. Please sweep all sand on your sidewalk into the gutter and we will be through during the Spring to sweep it up. This is an ongoing process and will take several months to complete the entire town. Thank you for your cooperation.

TAX BILLS DUE AUGUST 1 2008 - 07/01/2008

The Town of Windham WILL NOT have a July 1, 2008 tax collection cycle this year. Instead we are working towards an August 1, 2008 billing period.
Normally all first installment of taxes are due July 1st of each fiscal year and we have 30 days to pay with out additional charges accruing. This year is somewhat different since there is not an approved budget in place; the Board of Finance and Board of Selectmen have agreed to hold off the billing process until August 1, 2008. Bills will not become delinquent and subject to interest until September 2, 2008. The Willimantic Water Works in coordination with the Army Corps, DEP and DOHS will be lowering the water in the Willimantic Reservoir 4 feet below its normal pool level during the week of October 20, 2008 to facilitate maintenance and inspection.
