      All Town of Windham Contributory Grant Applicants

      Timeline for Grant Application Submission

      Grant applications for the 2012 – 2013 budget year will follow the schedule below:
       
      Thursday, December 15, 2011:
      Applications available at Human Service's office
       
      Tuesday, January 17, 2012:
       Applications due at Human Service's office
       
      Monday, January 30- Thursday, February 2, 2012:
       Review Panel interviews of applicants
       
      Wednesday, February 9, 2012:
       Review Panel recommendations presented at the Administration and Finance Sub-Committee Meeting.
       

      Sub-Committee makes final recommendations to Town Manager for inclusion in draft budget.

      All notifications of awards will be made after the budget has passed voter referendum.

      Instructions to Request Town Funding and In-Kind Services

      Fiscal Year July 1, 2012 – June 30, 2013

      Applications for funds and in-kind services are available on
      THURSDAY, DECEMBER 15, 2012 at the Human Services Department (860-465-3066)
       located on the 1st Floor of the Windham Town Hall, 979 Main Street in Willimantic, Connecticut
      or on the Town of Windham website www.windhamct.com.

      All funding and in-kind requests are due by – TUESDAY, JANUARY 17, 2012 at 4:30PM.

      Applications submitted after the deadline will not be considered.

      Facsimile and Email transmissions will not be accepted.

      Application process is as follows:

      Review Panel assesses and rates applications

      If necessary, the Panel will request an interview of eligible applicants

       Interviews will be scheduled the week of Monday, January 30 – Thursday, February 2, 2012
      The Panel will forward recommendations to the Town Council Administration and Finance Sub-Committee
      The Sub-Committee will forward their recommendations to the Town Council for a final funding decision

      Applicants must submit an original application plus three (3) copies and attach the following:

      Agency's Last Annual Report

      List of Board of Directors

      Current Organizational Chart

      Current Budget

      Most Recent Federal 990

      Most Recent Audited Financial Statement

      If not available, please provide an explanation in designated space on the application.

      No additional documents should be included.

      Award Notification

      Due to limited funding, there is no guarantee that all qualified applicants will receive funding. Final decisions and notifications will be made after the budget has passed voter referendum.

      Contract

      Applicants receiving funding / in-kind services will be mailed a contract specifying the project for which the funds/ in-kind services are being awarded. Recipients must sign and return the contract prior to release of funds. No changes can be made, either in activity or fund / in-kind use, without requesting and receiving prior written approval by the Town Manager.  

  • Bulky Waste Pick Up - 09/23/2011
    • There is no bulky Waste pick up this fall.
       
      The next bulky waste pick up curbside will be in May of 2012.
       
      Residents may bring bulky items to
       
      Windham Transfer station in North Windham.

    • Due to inclement weather, the Request for Funding and In-Kind Services application deadline has been extended to January 19, 2011 at 5:00PM

      For clarification purposes, we have decided to rename the areas for leaf collection.  They will be referred to as AREAs now instead of DISTRICTs.  Our intention is to simplify the information and make it easier for our residents to understand when leaf collection will occur in their neighborhood. 

       

       

      Area 1 (formerly District 1 & 2) –

      All residents of Willimantic on the Main Street side of the Willimantic River

       

      Area 2 (formerly District 3) –

      All residents of Willimantic on the Pleasant Street side of the Willimantic River including those residents on Pemberton Road and Antrim Road

       

      Area 3 (formerly Districts 4 & 5)–

      All residents that live in South Windham, Windham Center, and North Windham

       

       

      2011 Leaf Collection Schedule

       

      Week beginning October 31 – Area 3

      Week beginning November 7 – Area 2

      Week beginning November 14 – Area 1

       

      Leaf Collection will begin on these dates in the selected area.  We ask that you have your leaves raked out to the curb on the above starting dates.  Avoid putting sticks, rocks or brush into the piles as they will damage equipment or injure our staff. We will be working through your area during that week.  We will recheck the area once we are finished.  Obviously inclement weather can occur and slow this process but we will keep to this schedule as best we can. 

       

      Bagged Leaf Collection - leaves may also be bagged in biodegradable bags and called in for collection.  Leaves in plastic bags will NOT be picked up.  Call 860-465-3090 or email publicworks@windhamct.comto schedule a pick up.  Bags will only be picked up from November 1 thru June 1.  Leaves can also be brought to the Transfer Station for disposal during normal business hours.

      The town will begin street sweeping on Monday, March 23, 2008.  Please sweep all sand on your sidewalk into the gutter and we will be through during the Spring to sweep it up.  This is an ongoing process and will take several months to complete the entire town.  Thank you for your cooperation.
  • TAX BILLS DUE AUGUST 1 2008 - 07/01/2008
    • The Town of Windham WILL NOT have a July 1, 2008 tax collection cycle this year. Instead we are working towards an August 1, 2008 billing period.

      Normally all first installment of taxes are due July 1st of each fiscal year and we have 30 days to pay with out additional charges accruing. This year is somewhat different since there is not an approved budget in place; the Board of Finance and Board of Selectmen have agreed to hold off the billing process until August 1, 2008. Bills will not become delinquent and subject to interest until September 2, 2008.       The Willimantic Water Works in coordination with the Army Corps, DEP and DOHS will be lowering the water in the Willimantic Reservoir 4 feet below its normal pool level during the week of October 20, 2008 to facilitate maintenance and inspection.
