Town Engineer

Tasks and Duties

Landfill Testing:
  • Oversees and coordinates testing for two closed landfills.
  • Prepares monitoring reports to DEP
Willimantic Traffic Authority:
  • Chairman of Authority
  • Prepares Agenda
  • Prepares Minutes of meeting
  • Sends out letters to persons/applicants who submitted requests to authority
  • Interacts with the DOT on all traffic issues on State Roads.
Secretary Housing Code Committee:
  • Prepares minutes of meetings
  • Attends meetings
Roadway Excavations:
  • Issues permits to utilities / developers to excavate on Town Property. Process over 100 permits per year.
  • Inspects trenches to ensure proper construction
  • Inspects all driveways constructed entering Town roads.
Subdivision Roadway Construction:
  • Determines cost of roadway bond
  • Coordinates soil testing / compaction testing
  • Inspects all phases of the roads construction including, storm drainage, sidewalks, road base and paving
  • Reviews as-builts
  • Recommends approval of road as a town street
  • Prepares resolutions for acceptance at a Town meeting
Boards and Commissions:
  • Reviews plans for compliance with Town regulations and sound engineering
  • On major projects, such as Home Depot, tasked by Wetlands Board to inspect project to ensure wetlands properly protected
  • Attends Board and Commission meetings when projects are presented
  • Meets with engineers for projects
Grant Application:
  • Prepares construction cost estimates for potential projects
  • Prepares descriptions of projects
  • Prepares resolutions for town meetings such as LoCip Grants
Capitol Projects:
  • Prepares priority lists of roadway, sidewalk that require repair
  • Coordinates construction projects / schedules with utilities
  • Presents capital projects to boards and commissions for input including, Public Works Board, Planning Commission, Finance Board, and the full Board of Selectmen
  • Prepares resolutions
  • Presents projects at Town meetings
Designs Construction Projects:
  • Water system upgrades for Water Department
  • Sewer main replacements for Sewer Department
  • Sidewalk Replacements
  • Roadway Resurfacing
  • Roadway Reconstruction
  • Storm Drainage Systems
  • Tennis Courts, Basketball Courts, Baseball Fields, and
  • Soccer Fields.
  • Roof Replacements, school buildings, fire / police
  • complex
  • Building Masonry Repairs
  • Responsible for design, bidding and construction
  • Inspection
  • Responsible for over 35 million dollars in last 15 years
Small Cities Grants:
  • Assists in grant preparation
  • Designs projects and inspects construction
  • Administers grant
  • Works closely with towns grant administrator
Consultant Selection:
  • Prepares requests for proposals
  • Prepares legal advertisements
  • Assists in consultant selection by attending interviews
  • Prepares letters to firms responding to Town

 

The Town invoices builders and developers $60 per hour for the Town Engineer to review plans and perform inspections.

The Water and Sewer Authorities are also invoiced at $60 per hour for the Town Engineer

The Town Engineers time is used as a match on State and Federal grants.
