Q: When can I expect my tax bill?
Tax bills for real Estate, Personal Property and Motor Vehicle are mailed in late June for the July & January tax installment due dates.
The FY 08/09 budget process postponed the billing cycle for this year only.
Tax bills will be in the mail by July 28th with a due date of August 1, 2008. You will have until September 1, 2008 to pay the August installment without additional fees.
The August 1, 2008 installment will become delinquent on September 2, 2008 and interest will accumulated from the due date of August 1, 2008.
Connecticut State Statute #12-130 states Failure to receive a bill does not invalidate the tax.
Q: What is the current mill rate?
The mill rate for FY 08-09 was set by the Board of Finance on July 15, 2008.
The Town mill rate is 24.94, with the first taxing district at a rate of 1.35 = 26.29 mills.
The Town mill rate is 24.94 with the Service district at a rate of 10.0 = 34.94 mill rate.
Q: What are my tax bills based on?
Your tax bills are based on what you owned on October 1, 2007. Motor Vehicle tax bills are generated from your registration records at the Connecticut DMV. Corrections or changes must be reported to the DMV for each individual motor vehicle.
Q: What happens if my taxes become delinquent?
Interest is assessed on all delinquent accounts at the rate of 1.5% per month retroactively to the original due date, with a minimum interest charge of $2.00 per bill. Windham reports all delinquent accounts to the DMV on a monthly schedule. This process prohibits a taxpayer from registering a vehicle; the administrative fee is $5.00 per tax bill.
A motor vehicle clearance is needed from the Revenue Collection Office to register at DMV. Delinquent taxes are to be paid in cash, bank check, or money order to obtain a release for the registration process at DMV.
The Windham Collection department is always willing to work with our taxpayers to generate an agreeable payment schedule for specific financially issues. This policy WILL NOT eliminate any fees generated by law; but it will stop additional collection enforcement procedures as long as the payment plan remains in force.
Q: What if I do not receive a tax bill?
You are responsible for paying all taxes on all properties. If you do not receive a tax bill for any property you own, promptly contact the office 860-465-3023, Connecticut State Statute 12-130 failure to receive a bill does not invalidate the tax.
Q; What if I receive a tax bill that is not mine?
Contact our office immediately at 860-465-3023. (Note: If you receive your real estate bill and your mortgage includes escrow for taxes, immediately mail the bill to your mortgage company/bank to avoid any late charges.)
Q: What if I no longer own the motor vehicle or I have moved out of State?
You are still responsible for paying the tax bill. You may be entitled to a tax credit if you provide the Assessor's Office with substantiating information. That office can be reached at 860-465-3026. |
